Inside
Edgewater. Inside the Mosquito Lagoon area. The canal subdivisions on the east side are the sharpest case — short distances to water that leads directly to the lagoon.
New Smyrna Beach. Inside the Mosquito Lagoon area. Much of the city is on sewer, particularly on the island, and most of the septic systems that remain are on the mainland.
Oak Hill. Inside the shellfish portion of the Mosquito Lagoon area, which is the part of the program written around waters where shellfish harvesting matters. The town is small, low and close to the water almost everywhere.
All three also sit near the North Indian River Lagoon area, which is the same program and the same requirement.
Outside
Samsula. We checked this one specifically because the answer is useful and counter-intuitive. Samsula sits outside the lagoon program area and outside every springs priority focus area. Neither the 2030 deadline nor the springs repair trigger reaches a typical address there, and a conventional replacement remains permittable where the site evaluation supports one.
Port Orange, in the main. The center of the city is outside the program area. The boundary runs close to the southern end, so a south-end address is worth checking rather than assuming, but most of Port Orange is both sewered and outside.
What decides it
Distance to the lagoon system and the drainage that reaches it, not city limits. The boundary crosses roads, subdivisions and in places individual blocks. This is why the honest answer to "is my street in?" is "let us look at your parcel", and why any contractor who answers it from the town name alone is guessing.
There is also no lot-size threshold on this side. The springs rule turns on one acre; the lagoon rule does not. Inside the program area, every property with an existing system is in scope by 2030 regardless of size, and every new system has had to be nitrogen-reducing since January 1, 2024 regardless of size.
A worked example
Two properties four miles apart, both with a 1990s conventional system in good order.
The first is in Edgewater, inside the Mosquito Lagoon area. By July 1, 2030 it must connect to sewer if a line is available or upgrade to at least 65 percent nitrogen reduction — realistically an aerobic unit at $10,000–$20,000 installed, with no county grant reaching this side of Volusia.
The second is in Samsula, outside every mapped area. Its obligation between now and 2030 is a pump-out at $300–$550 on schedule. Same county, same soil, same decade of construction, and about $15,000 of difference, decided by a line on a map.
How to check
- Look up the parcel on the state's published ENR requirements map, which shows the lagoon program areas alongside the springs priority focus areas.
- Ask the city or county utility whether a sewer connection is available at your property line, because availability decides which of the two paths you are on.
